Deltona Corporation Withdraws Rezoning Applications For Holder Industrial Park Data Center

Community opposition, unanimous PDC denial, and a rejected continuance bid lead to complete withdrawal of proposed data center applications in Citrus County, Florida

CITRUS COUNTY, FL — No Data Center Citrus (NDCC) announced today that the Deltona Corporation has formally withdrawn its rezoning applications for the Holder Industrial Park in Citrus County, Florida, effectively ending — for now — the company’s plan to develop a large-scale hyperscale data center on more than 800 acres of rural agricultural land.

In a brief letter submitted to Citrus County on Tuesday, June 23rd, the company stated: “On behalf of our client, Deltona Corporation, we respectfully submit this formal notice of withdrawal of applications CPA-AA-2025-000013 and CPA-2025-000012 concerning the Holder Industrial Park.” Florida Politics

The withdrawal follows a rapid sequence of decisive public proceedings:

• June 18, 2026:The Citrus County Planning and Development Commission (PDC) concluded an eight-hour public hearing and voted unanimously to recommend denial of Deltona’s application to rezone a portion of the Holder Industrial Park to heavy industrial use. Chronicle Online | Tampa Bay Times
• The night before the PDC meeting, Deltona’s attorney submitted a letter requesting that the scheduled July 14th County Commission public hearing be delayed until after the November election. Commissioner Diana Finegan called a special emergency meeting, and the Board of County Commissioners voted unanimously to deny the continuance request. Florida Politics | Chronicle Online
• June 23, 2026: Deltona Corporation submitted its formal withdrawal letter.

Deltona had sought to rezone 798 acres of mostly agricultural and low-density residential land in Holder to heavy industrial use for a large-scale data center. The Holder Industrial Park currently consists of 557 acres, none of it developed. The application drew immediate and widespread opposition, with citizens concerned about intense water and power use, bright lighting, and a low-frequency hum that can travel through walls. Citrus County enacted a 12-month moratorium on new data center applications and approvals in May 2026. Because Deltona’s application was filed prior to the moratorium, it had proceeded through the review process. However, County Attorney Denise Dymond Lyn confirmed that any new application Deltona submits would fall under the moratorium and new county guidelines.

“This outcome is a direct result of citizens showing up, speaking out, and holding their elected representatives accountable,” said Jason King, co-founder of No Data Center Citrus. “The PDC voted 7–0 to deny. The Board of Commissioners voted 5–0 to deny the continuance. And now Deltona has withdrawn. The message from Citrus County could not be clearer.”

NDCC notes that while this application is now closed, the organization will continue to engage in the county’s ongoing land use policy and advocate for a county wide ban of all Data Centers in Citrus County to protect residents, the Floridan Aquifer, and the rural character of Citrus County.
